Emergency Management

Basic Information

Emergency management should ensure the ability to act properly and effectively in an emergency situation.

The emergency plan contains all important information and checklists for handling an accident or emergency situation. The emergency plan provides help in emergency situations and is particularly useful for staff members if the FA Specialist cannot carry out his task. An emergency plan must be understood as a long-term task and requires continuous evaluation and updating. It is important not only to theoretically know the emergency plan but to be able to apply and put it into practice locally.

Part of emergency management is preventive measures for emergency preparedness and plans to manage emergencies and to continue the treehouse work. This question may help:

Overview of the Staff

Specialist for First Aid and Injuries (FA Specialist)

Is set before the start of the camp
Has the best medical knowledge and experience in the current team
Is part of the treehouse camp team and stays at the camp
Important: think of who will be responsible for rescuing tree climbers?

Emergency Commissioner / Agent (Coordinator)

Leader of the camp; takes decisions on, preventative measures or evacuation
Knows the terrain and conditions best
Is part of the treehouse camp team and stays at the camp

Internal Emergency Officer (Association Management)

Examination of accident proceedings and their handling
Discussion and clarification with the camp leader
Mostly is not part of the treehouse camp team and doesn’t stay at the camp
The internal emergeny officer is usually the leader of the head organisation or somebody from the association, who is responsible for emergencies. In some cases, the EC also has the duties of the IEO at the same time.

Press Officer in Emergencies / Accidents

Only these persons have contact to the press, examiners, insurances etc. in the case of an emergency.
This should be a person outside off the treehouse camp team, to be unbiased while communicate with the reporters.

Emergency Plan

1. Determination / Assessment of the Emergency

REM

Risks? (For me or the injured person? For the rest of the group? For the staff?)
Environment? (Looking at the situation, what risks exist or could arise?)
Management (Delegation of tasks (for ex. rescue out of a tree), look at the map or emergency card, which resources are in the group or in the staff team, informations about the accident and injuries)

Required Behavior

Response to the emergency commissioner
Keep calm and request help from staff
Determination of the type of the accident / emergency

2. Salvage and First Aid

CBP (Consciousness, Breathing, Pulse)
SRH (Shock, Respiratory distress, Hypothermia)
DIW (Detailed examination, Immobilization, Wound care)
Assignment of helpers and rescue service

3. Alerting the In-House Rescue Chain (Emergency Organisation)

A. Alert and request rescue services 112 (rescue service, Emergency doctor) if necessary "Better too often then too few“.

B. If necessary, alert the internal emergency officer and pass on the accident, if necessary request further assistance.

Important: Steps 2 and 3 should take place at the same time!

4. Organization of Rescue and Transportation

A. Mark access or accident site with persons or material

B. Brief rescue workers

C. Care for the rest of the group (go through steps 1 to 4 again)

5. Recording of the Emergency for the Insurance and Examination Committees

The accident or emergency is recorded by the emergency commissioner and internal emergency officer. This includes:

Circumstances of the accident
Material check
Environment and Safety check
Interview with the affected staff
Evaluation of the emergency management

Important: Every minor injury has to be noted after the activity in the daily protocol.

6. Information given to the press

The iNV gives the information about the incident to the press officer. Only the press officer is authorized to give reports on the incident to the reporters.
